How realistic is it to get into a tough college with a major you dont plan to complete and then change majors?

Say you want to get into UCI to do Biology, but you apply as an anthropology major because that gives you a higher chance. Would it be possible to easily change majors during the 1st year?
How realistic is it to get into a tough college with a major you dont plan to complete and then change majors?
That's a risk you are taking since many college students try and do that and many universities have made a policy to stop major jumpers who just got into the school as easy as possible.

Usually you can't change majors until after your first academic year at higher ranked schools so don't even ATTEMPT to when your first go there. Just take classes you know will help you out.
